I can't move from Wild World. Help...?

Call me crazy but the only reason I can think of is because maybe your games aren't from the same region? That's the only possible error I can gather from the use of the word "correct".

BEFORE ANYONE ASKS:
-Yes, I have the Wild World card inserted.
-I have the time synced.

By moving, do you mean deleting your town or moving your charcter and his/her data to another town. I mean if you're talking about moving, like, going to a town on a different game card, you have to take the game card you're moving FROM and go to Pelly and talk to her and go into moving/migration mode blah blah. You'll understand when you talk to her. Anyway, then, take the Game Card with the town you want to move TO. Put it into another DS. From the main menu, choose "Immigration". Keep the two DS systems together and you should have been moved in no time.
You can't move if you don't have a game card with a town to move to, do you know what I mean?
Either all of this, OR in the town you're moving TO, there are no humans currently living in that town that haven't finished working for Tom Nook.

*Keep in mind that when moving, the only things you take with you are what's in your pockets, your letters, your presents in the letters, your saved letters, presents in your saved letters, your designs, Bells in your account, and your facial characteristics. Anything else doesn't come with you. Also, when you successfully move to another town on a different Game Card, please note that your Friend Code and Town Name and everything else related to Wi-Fi, with the excpetion of your Character Name and your Friend Roster is deleted. To receive your new data, you must reconfigure Internet settings (if you haven't already) and speak with Copper at your new town's gate to receive your new friend code. Register it with your friends so that you can hang out together!

Unfortunately not yet, but I made a really big mistake in my last post so I called myself an idiot when I corrected it.

I honestly have no clue as to whether or not I have the NTSC version.
