There are too many things happening in this thread to keep track of. @.@

Why not make a seperate thread for Rules and Ban list/rule violaters? I would suggest keeping the other stuff in this thread as a thread index takes up only one post and feedback is very important.

I think that originaly it was a good idea to keep all these things together, but now that the forum has grown up enough to get its own mod shouldn't it have a thread specificaly designed for indicating what the rules are. That sort of thread is in all the other neoforums that I have seen.

currently the banner note says "made: by thug maniac", tiny punctuation mistake lol.
and also i remember someone told me that forum headers have a specific height limit, though i can't quite recall what the limit is now -.-'; someone should double check on that.

Yeah, I just noticed, and unfortunately, the banner exceeds it's limit. So, we need to resize it. Unless a Super says otherwise, of course.

Banner should be < 125px (height).

That's true, and it doesn't bother me either, but unless a Super states otherwise, banners have to be < 125px in height.

This header is at 180 pixels height, and your forum links take up 15 pixels of space. Which sums up to 195, you should be fine now. Rules state that the overall header section must remain under 200 pixel height.

A suggestion to the forum is that you do something like Enigma has done here in the Europe Forum for the forum background with all of the flags. Of course it would be best after this header has had it's time up at the top.
