While I agree that another Outbreak game would be a good thing, I say the reason for that is because the other Outbreak games sucked so much dick that a decent third one is needed to clean up the stain they left on the RE series!
If another game was to be made, the following changes are a MUST:
1. 4 item inventories are bullshit. If Chris in RE1 had a 6 item inventory, that's the minimum any character should have, unless they're NAKED. Besides which, why the hell can't you pick up a backpack, suitcase, or shopping bag from one of the dead, or something? I'm sure Yoko's backpack can't be the only one in Raccoon City.
2. For god's sake fix the f*cking AI! The AI in Outbreak is so amazingly bad that it's about 99% impossible for the other characters to make it to the end when you're playing in single player. Considering they have to, in order for you to see the ending sequences... that's just not right.
3. Stop the AI characters from dropping weapons you just smegging gave them! You don't give someone an item hoping they'll throw it out immediately and pick up something useless...
4. Hiding in closets and the like was basically useless since you didn't want to hide, you wanted to just get through the level quickly. Removing the stupid virus timer would help with that.
5. Once again, the virus timer. Why on earth should I be infected? I checked and I didn't actually get bitten by a rat at the start, so where did the T virus come from? If there must be a timer, it should begin only when you've actually been bitten or otherwise hurt by an infected creature. At the very minimum, when you've TOUCHED a zombie or whatever.
6. 3rd person perspective and bad camera angles are not a good idea in a multiplayer game. It's all too easy to lose track of where the heck everyone else went. Why not do something truly awesome like creating a multiplayer Outbreak game using the engine from the game STALKER (Or the Clear Sky prequel)?
The reasons I'm suggesting STALKER are:
1. It has absolutely amazing graphics. It's beautiful. It puts any other game other than Crysis to shame.
2. It already has a mechanic for upgrading weapons (Clear Sky). This could be used like that Plumber guy's item combination system. Only, the STALKER version is for guns and body armour. The only problem is it uses money, so if this was a direct total conversion mod, it would be hard to alter that. There is a system where collecting USB memory sticks containing data unlocks upgrades, so maybe those could be replaced by raw materials.
3. STALKER already has zombies. The "Oblivion Lost" mod puts back in the actual traditional unarmed flesh eating zombies that were removed from the final game. They resemble Resident Evil zombies, and they even do the falling down and getting back up thing. The only problem is they can't grab you. They hit you instead. Grabbing is hard to make work in an FPS, though it can be done.
4. Stalker actually has half-decent AI!
5. Did I mention it's an FPS? That removes the crap camera angles problem. You already have a backpack type item inventory. There's a wide selection of weapons, such as a knife, crappy pistols, less crappy pistols, .45 automatics, sawn off shotguns, pump action shotguns, SPAS12 auto shotguns, assault rifles, bipod mounted machine guns, sniper rifles...
Also there's rocket propelled grenade launchers, rotary grenade launchers, underslung rifle grenade launchers. Hand grenades.
You get the idea. I suggested STALKER also because it's a damn creepy game. The underground areas in it are badly lit, with creepy noises happening everywhere, dripping water, monsters lurking in the shadows.
Also, the monster selection from the game would be easily modifiable to be like RE monsters.
The zombies are already present (They have guns, but the ones from Oblivion Lost do not, and would be perfect)
There are already huge packs of mutated dogs that are extremely unpleasant to fight in the middle of a pitch-black night. They just need minor reskinning to look like a cerberus.
There are weird mutant... things... called Snorks. They're a bit like zombies but have really screwed up faces and move on all fours. They don't move quite right for a licker, but they do have the right jumping attack and leg slash.
There are already crows in the game. They don't attack you, but you can kill them. They do really exist and aren't just scenery. I'm sure their AI could be modded to attack you.
There are some other weird monsters too, like mutants with psionic powers, gigantic mutant blob freaks that cause earthquakes, and strange guys in black raincoats who aren't really people at all... Not to mention lots and lots of russian guys with weapons.
Hell, there are even EVIL MUTANT RATS. They attack you in packs. Could reskin them into G-type embryos, leave them as they are, or whatever.
Anyone think this is an awesome idea? Basically, creating a total conversion mod from Oblivion Lost. (It's already a mod but basically it just re-enabled removed functions and creatures)
Since a lot of the scenery from the game is outdoors, or underground, maybe the game could be about surviving in the wilderness in a world where massive zombie outbreaks have wiped out most of the population and made cities WAY too dangerous to live in. Also, it's worth noting that STALKER has an EATING mechanic. You don't feed for a while, and eventually you will die. So you could make a game where you have to forage for survival in the ruins of a zombie infested city, along with other players.
There IS a city in the game, which is actually Chernobyl. Filling it with the undead would be pretty awesome, actually. It's just a pity so few of the buildings are accessible. A mod could change that!
WHO IS WITH ME? Unfortunately I have no abilities in modding. Just with idea creation.

Well, this is interesting. I found a website which seems to be about a RE Outbreak File 3 mod that's already being made.
I may be being extremely dense, but I can't work out what game it's for!

Oh wait, I think its for Grand Theft Auto: San Andreas. They've got a BETA up for download, but I don't know what's actually implemented so far. Still, could be interesting.
Let me know if anyone tries it out and it's actually decent. I've got a crap internet connection so I'd have to make arrangements to download it elsewhere...
