I think that latter sentence is a little misleading.

As long as the replacement soul gem has a charge at least as high as the enchant points on the item you're enchanting, nothing is lost. For example, a common soul gem with a scamp (100 points) is wholly sufficient for enchanting an exquisite shirt (60 points). Indeed, 100 points covers everything that I know of except Exquisite Rings, Exquisite Amulets/Hlervu Lockets (they're the same thing), Ebony Tower Shields, and Daedric Tower Shields.

And to cover the 120 points on the jewelry, just get soultrap a Frost or Storm Atronach in a purple soul gem. They're 139 and 150 points respectively.

As is covered in other threads, you can buy unlimited quantities of common soul gems in Tel Branora and summon unlimited quantities of scamps if you use fortify intelligence and fortify luck potions.
