Basically 7 characters who are on the brawl disc, but their files are incomplete. We can assume they were intended for inclusion, but due to time constraints or some other issues, they were cut from the final roster. Since it was so far into the project, it was safer to leave those files in-tact since removing them might have damaged something else in the game.

He's uber, and let's look at the stats.
When Mewtwo uses psychic on Lucario: Lucario takes 99-116% damage, adding the possibility that lucario might be OHKO'd. This is adding that the EVs are 252 for Satk on mewtwo, and 252 for SDef on lucario. Obivously you didn't noticed the FIRST sentence on there. Click on it. It'll show child form Mewtwo and a girl. That's the first movie.
