Sakurai doesn't care about popularity or developing nintendo, he
cares about the character, how interesting they are, the potential
for movesets, Pikmin, though it recieved good reviews, was
fairly poorly recieved by the public, yet Olimar got in
brawl didn't he? Not because the game was popular, or because
it developed Nintendo, but because Olimar, though he never
spoke, was an interesting character and had interesting potential
for a moveset...

Popularity certainly has a say in it, but it's not one
of the biggest factors...

also, I wouldn't classify Wind Waker, or any other "toon" game as a
spinoff... a spinoff would be a game like Pokemon Snap or Pokemon Puzzle League, games
that are neither canon to the series itself or spin-off (hence the name) in a different
direction of gameplay...

If anything, Paper Mario should be an alternate costume for Mario.
