Yes, you can charge your Wii using a powerpack and it makes it region free. The packs cost £30-50 and available on ebay cheaper.

I don't think it would be possible to use PS2 software on the Wii, game or not. There will inevitably be a Freeloader eventually, but there isn't one yet. You can buy a foreign console or just wait instead. Oh, and be careful when buying one, since there is a so-called "Freeloader for Wii", but it doesn't work with Wii games. It only works with GC games being played through the Wii(although GC freeloaders work on the Wii, too). Cruel trick, I know, but that's business.
