Does anyone know is there a code or cheat for London and if someone knows, write here...

No, 'London' (actually it's Liverpool) is not playable in the PSX version, although you can see it during the game credits when you beat the game. The PC version did allow you to play this city though, so if you have the PC version you're in luck - just beat the game and you'll be able to 'Take a Ride' in Liverpool. As for the PSX version, I've heard that there is a gameshark code that will allow you to play the city, altough I don't have a gameshark so I can't be certain.

Sure it's Liverpool? I've read in a codes site (don't remember if cheatcc or cmgsccc) that this city is Newcastle, and it makes sense cause it's the hometown of Reflections.

The code for the US version is 8009625C 0081 (select Undercover and "New game").

For the Spanish version, the code is 80096360 0081.

To search for codes for your version, I recommend to download ePSXe to play Driver for PSX in your PC, and the PSX Emulation Cheater and learn how to use it to search for codes.

Ah well, even us Driver experts mess up once in a while.

I do think you can use this code on other GameShark versions but it may CORRUPT your game PERMANENTLY.
