I've got disk for westin, told the guard at the gate and he went to shut off the barrier but it didn't go down. now when i talk to him he asks if i need to see westin again then goes to control, but it doesn't shut off. help!!!

You probably have a corrupted save file. Hopefully you have a previous save file that won't take you back too far...
