Okay, so obviously 32 is the weakest (25% of MAX), 64 is half potencey (50% of MAX), 95 is strong/powerful (75% of MAX) and of course 128 is the MAX. Trying to set it up so Im not, like, totally breaking the game. I was more liberal with some more than others (especially Gau) but I was also trying to go by need rather than just natural progression, and some of the others dont need as many stat boosts to be as great and useful as the others (and obviously top teir attackers dont need as much Magic.) I left Edgar down a Str teir behind Locke and Cyan (because... come on, its all they really got) but I gave him half Magic Potencey so that Holy Lance's Holy Spell after Dragon Horn/Dragoon Boots Jump will really count for something... and other stuff like that.
