leveling up in oblivion

I have gooled and read everything i can find on this leveling subject. I understand the bulk of it. but i am having a hard time understanding a couple of points. On one paper i read on this it states that you need a +10 level up in all skills under that attribute to get a +5 when you level up. But yet it says that you level up after 10 levelups whithin the 3 skills. This makes no sense can someone clear this up please. Also how do you use only the 3 skills for an attribute to level up that attribute without using at least some of the other skills? How do I get the damage magicka spell in oblivion for xbox 360 when I'm only level 21

You have to increase your Intelligence when you level up and you should get some fortify magicka potions/spells as they are beastly especially the spell which stacks. Increasing it through Intelligence is quite slow and won't give you immediate results but you'll get there. Also try enchanting some armour with either Fortify Intelligence or Fortify Magicka.
