My level 61 Dark Elf Spell Sword killed Sheogorath with
ONE spell,
without using any cheats or glitches! I don't mean the final boss, I mean the Sheogorath version that sits/stands at his throne for most of the Shivering Isles campaign. I'll show you the spell I used and how I was able to cast it:
The spell I used to kill the god:
Death Touch for Sheogorath:-Drain Health 100 points for 55 seconds on touch
-Fire Damage 100 points for 30 seconds on touch
-Weakness to Fire 100% for 33 seconds on touch
-Frost Damage 100 points for 30 seconds on touch
-Weakness to Frost 100% for 33 seconds on touch
-Shock Damage 100 points for 30 seconds on touch
-Weakness to Shock 100% for 33 seconds on touch
-Damage Health 100 points for 50 seconds on touch
-Weakness to Magic 100% for 54 seconds on touch
-Paralyze for 50 seconds on touch
LoL, That's 14,000 worth of magical damage of varying types and degrees of weaknesses in one touch! This is the most powerful spell I have ever created and used. And It's sole purpose is to kill a god!
The total magicka cost of the spell is 10,301. When I cast the spell I had literally a two second window of holding 10,511 magicka in my magicka bar. It required using 12 fortify magicka potions throughout the magicka build-up process, each potion giving 83 magicka points for 268 seconds. The last four potions pushed me up to the required amount of magicka just before casting the spell. (my magicka boosting spells were just starting to fail as I reached this point, if I couldn't have used those potions right there I wouldn't have made it...it was that close!)
I had to use almost every fortify magicka spell I had ever made for this character on top of the magicka boosting spells I explain how to make below.
I have already posted elsewhere the method I use to boost up to such high levels of available magicka so I will just quote that section into here so you can see how it was done:

yeah, knocking (Sheogorath) out is super glitchy from what i've heard. but that's pretty impressive if you can do it.
Thx. To make those super magicka increasing spells (and be able to cast destruction spells like the one I listed above) you want to boost Intelligence, Willpower, and Magicka evenly and at the same time.
First off, you will need to be a master of restoration to use this method. What I did was make two "starter" spells that had a low enough magicka cost to be within reach of my base magicka, which is 300 for the character in question:
1)Fortify Magicka 100 points for 30 seconds on self
2)Fortify Intelligence 100 points for 30 seconds on self
Fortify Magicka 100 points for 30 seconds on self
Those two starters will raise the base Magicka up above the 600+ needed to cast the real boosting spells. Then while those first two starters are running you cast the first two real boosting spells so that the increase in magicka becomes self-sustaining while you continue to increase the magicka bar. I will alternate between the Intelligence and Willpower boosting spells so that as the Magicka bar goes up it does not take longer and longer for it to refill and continue to build. Basically, I repeated these next two spells ten times over for a total of 20 spells casted back to back:
1)Fortify Intelligence 100 points for 120 seconds on self
Fortify Magicka 100 points for 120 seconds on self
2)Fortify Willpower 100 points for 120 seconds on self
Fortify Magicka 100 points for 120 seconds on self
You just name each spell a little differently so you can make duplicate spells and get it done. I had other Intelligence spells I made earlier in the game that I used as well to get the total up to over 7000 since the 20 I listed above will only get the magicka bar up to just under 5000.
But yeah...with that kind of force available I am able to cast 3 of those "Bolt of Wizardly Rage" fireballs before the Magicka starts decreasing again. That is almost 20,000 worth of magical damage which I'm pretty sure will kill anything that is able to take magical damage in the first place. Wielding that kind of power is pretty intoxicating.
Have fun!

I actually had to create almost twice as many magicka boosting spells as I had in stock before. I ended up using 35 of those spells altogether to make this "Death Touch" spell work, on top of all the other random spells I used from my spell list at the same time.
I had never taken him down before
arachnophilia mentioned it to me so I had to try. That was the toughest kill yet, thx arachnophilia!
And BTW arachnophilia: it was not glitchy at all for me. When he died it just simply said "Sheogorath is unconcious" in the top left corner of the screen. He laid there for a little bit and got up again just like any other character that gets knocked unconcious. (He still didn't banish me to the sky, I must have really knocked him senseless!) You probably heard it was glitchy because the peson who did it that you heard about had used glitches, or cheats, or who knows what else to get his character strong enough to knock-out Sheogorath. My Sheogorath knock-out was perfectly smooth cause I did it au-nat-u-ral.
