Maybe, but the Stroller Grandma is the easiest ghost ever, too. In the mission, just wait for the Stroller Grandma to get close, so you can get a Shutter Chance. Shoot at her, but be wary, she will not retreat, instead fully charge and photograph her; she will be dead by then.

Bewware, we have not finished yet; instead press square and do a 180º spin. After a second you'll spot two Stroller Grandmas that will charge at you. Aim at the Grandma nearest to you and attempt a Shutter chance. Now, this step IS important: when you fully charge your camera to kill the first Grandma, be sure to aim at both grandmas at the same time and shoot both. Now, attempt a Fatal Frame or a full charged shot (whatever kills it) at the "living" grandmother and kill her.

Now, you are too close to thge victory to lose, atento: Press square a last time to do a 180º spin, after a couple of seconds you'll see a last Stroller Grandma charge at you. Follow the same strategy as with the first one and you'll have won mission 3: vs Stroller Grandma. You probably have used around 7 .14 film and around 10-15 seconds, along with an A-S rank.
