O think itd make the game a bit boring since it always works and itd b exactly the same as the green shells

well the green shell works all the time if you think about it and the point of the game is to make up your own item for e.g pirahna flower:
chucks little pirahnas at the target
bonus:poison, speed down

Bowsers fire:
You spin bowser around and fire comes out XD
bonus:always kills!
