It's called DRM (digital Rights Management) and the reason it exists is to stop piracy, for example, you taking your memory stick to all your friends and giving the content away for free.

Don't worry, this can be fixed.

You will need to perform a License Transfer for the content you downloaded. It takes around 15 minutes and you need your computer and Xbox online at the same time. Go to http://www.xbox.com/en-US/support/systemuse/xbox360/licensemigration/ and follow the steps.

Keep in mind, the website fails to mention one final step: after performing the license transfer you'll need to delete the content off your memory stick and then re-download it. If you don't do this it won't work. After you do this, you'll be able to use your content offline and with any other profile using your XBox.
