Compared to San Andreas - no. Compared to Liberty City Stories - yes.
Not much can beat San Andreas in the way of storyline, graphics & playability. But Just Cause is a good rival. The ability to drive-by & a slightly smarter ai script puts GTA:SA higher than JC

[Finshing post] (Hadn't made login then^^)
I meant "better than". I was in a rush sorry.
A few things that would make JC better than GTA:SA, IMO, would be some kind of "shoot from passenger seat" function, a "post takeover" stats screen (showing the details from the takeover, eg. how many died, how long it took, etc), fix some problems with the bikes (stop them from blowing up when they land from a height, Rico not getting thrown off after the bike he's riding spins in the air), a smarter ai script, & some form of multiplayer function (coz its not much fun sitting on the machine gun on a Gurella truck when the driver is only going walking pace).
And that was my two cents.
BTW has anyone noticed how badly the copter pilots' aim is? I swear I had a rocket hit the ground right next to my car when they were shooting at someone on the other side of the highway!

I think it depends on what platform you're talking about and how much you value control functions. I have played Vice City and San Andreas and prefer JC in story, action, and control funtionality. JC also has more innovative stunts, albeit very over the top and unrealistic.
You really need to consider though that this is Avalanche's first title then go back and compare it to the first GTA, except for graphic quality of course. Hopefully Avalanche is taking some amount of interest in the many reports of glitches, especially the lag and stutter build up on the PC version. Otherwise JC 2 and Avalanche's success may be short lived.
