When/how does Riolu evolve?

You need to have Maximum Happiness with it and raise it during the day.

Just make it like you and treat it well.Keep it in 1st place,give a Soothe Bell and if you have any items such as Protein, use them.This may take a while.

No..It only takes a while.I was at Lake Valor and at HQ my Egg hatched.Then within 1 hour, I had a Lucario!!I cant remember where the Soothe Bell is.

Yes, that works a bit.On the way To Pastoria, there is a guy who will tell you how much a Pokemon likes you.

How to evolve Rouli (or however you spell it ><:

-Attach a SootheBell to Rouli
-Battle with it alot (preferably till lvl 30, thats a reasonable lvl for it to evolve. [in my mind anyway])
-Give your pokemon Haircuts (Yes, for those that dont know it there is a Hair cutting place in Sinnoh, I believe it was in Twinleaf Town at your rivels house [I think])
-Give it as much Poffin as possible. Also try to make it the way the Pokemon likes it.
-DONOT LET IT FAINT!!!

If you do all that you will have Lucario in no time.

Yea, my mistake havent fgot one for awhile and couldent remeber where it was, its usually in your starter town so I guessed Twinleaf Town...
