There are no cheats for any of the budokai games. Which I think is just as well really. I don't like cheats. It defeats the point of playing the game.

I been getting those defence 3 in the survial battle Goku v.s Radditz.

Do certain battles always give you the same Potaras?

For example, will the goku vs. radditz fight always give out +3s Attack/Defence etc.?

No it's random, it could also be Ki + 2 or something like that.

There are some battles that always give you fusion potara's though. For instance Gohan vs. Goku and Trunks vs. Vegeta in the Time Chamber in the Android saga.

Yeah that's what I thought.

I know that some always give fusion ones, otherwise, you might be waiting ages for one. lol

What I have noticed is that survibal battles always gives the low stats items 1, 2 and 3 and the other battles give you alot of 4 and 5 and equipment slot 3.

Perhaps it depends on how far you progress in a saga, you would get better items when beating Vegeta Oozaru than for beating Radditz

I keep alternating between the first 2 fights in the saiyan saga and the piccollo one gives better stats in a steady rate. The Goku fight gives the lower stat items but sometimes there's a rare 4 the Oozaru one gives the same items just harder to beat.

Yes, I am the same as gogeta. I would have thought that the harder battles, such as those towards the end of the series when the characters become really strong, would give you the best potaras.
