	If they don't or do have a title it doesn't matter. Just look at the WWE Title. Edge is the champion, but Triple H is a better superstar, that was just an example of something. Now to answer your question of who is better, I would have to say John Cena. Even though I don't like him, he is a better in ring worker. 	Well in the game, both of them have powerful finishers but I think Cena is the best because he takes a lot of beatings and also reverses a lot... also uses his finisher way too much which pisses me off.
