Lo and behold! It's not a glitch!
Just faulty game design!!

I picked up the Hitman 2 trilogy for the PS2 recently, and I found myself stuck on this SAME part that's causing everybody so much grief: placing the mini-bomb on the crumbling brick wall, and making it explode.
I stopped playing for a while, but I picked the game back up again, and started fresh.
So, first step: restart the level. I knowww, a royal pain in the butt -- but this will guarantee that you get yourself off on the right foot.
Work your way through the level, up to the brick wall. I'd recommend taking the guy out who patrols that little room -- if you're going for the Silent Assassin rating, then just use the Fiber-Wire. It's pretty simple to pull off, actually. Anyway, when you've gotten to the brick wall, equip the mini-bomb
first. Arm the bomb with the "fire" button (default: R1). The
INFO message will alert you that the bomb has been armed.
THIS is where the game threw me off!
The bomb is ARMED, meaning, it's ready to EXPLODE. It hasn't been placed! So, after arming the bomb, KEEP IT EQUIPPED!! Thennn drop it on the floor (default button: O).
The bomb will NOT explode in your face (as it had so many times before I figured this stupid part out), it'll simply drop to the floor!
Last, I wouldn't recommend blowing the bomb with your remote until the very end of the level -- when you've got the General following you. As soon as the bomb explodes, the guards come running in and they fill up the sewers, making it nigh impossible to escape with the General in tow. No worries: the bomb will remain there until you're ready to use it. So, you can arm and drop it at the beginning, and choose not to have it explode until later!
When you've got the General, and you're in the room with the crumbly brick wall, take a moment to look at the map of the Sewers near your exit. Map out the route you'll take, and keep it in mind (for instance, I tell myself, "Left, Left, Right, follow the path, then Right... or whatever), because the soldiers will be running in as soon as you've blown the wall. Next, move to the back of the room (you don't have to leave it: you'll be out of the way of the blast), pull out your bomb remote, and BOOM!! The wall blows to smithereens.
...Hehe, as soon as that wall blows, you better start running. Get into that sewer and head towards the exit. Don't worry about the General: he'll find his way quick enough.
