Yes. If you've run into "Potentials" by now, those lines of stats/abilities are cash shop stuff. Generally speaking people who are "top tier gear" in every way spend thousands of dollars, since pieces of equipment can cost hundreds to get set up.

It is a highly, highly expensive game to play competitively in any way.

Somewhere lying around I have a cubing simulator that lets you experiment with how much you could spend on item potentials. Last time I messed with it was pulling something like $200-$500 per piece of equipment. This does not include protection scrolls and the like, which will run the cost up more.

Happy birthday to me... Another ugly day. It's not even a matter of Nx at this point. Anything that can be duped is duped. Last time I played, all I ever saw was smega spam of 27 Att VSS.

Empress equips are cheap as hell. Even scrolled ones aren't that expensive. It's the high rank potentialed ones that are insanely expensive. My Empress 1h sword only cost me 800mil clean. I'm pretty sure it was item generated though :/

So apparently, Nebulites can get Decent Skills. Did not know this. WHY NEXON?

Edit 2: Lol Crusad3r. I listen to Rise Against and Linkin Park, or something incredibly annoying from YT's MLP Fandom.

Luckily Buccs have pretty decent health, or I would be killing for a Hyper Body neb. ;p

Also, Crusad3r and Lorx expect adds if you have spots on your BLs. ;D
