TES Construction Set - Oblivion problem

Hi,
Im having a problem with the construction set that i do not know how to resolve. My problem is, ive been trying to copy a boat that is from a mod. This mod allows you to sail the ship. When i copy the boat the deck didnt show up and the rest of it did. I figured out that the deck was created in the mod and not part of the construction set, and the rest of the pieces were. So when i created a new form it showed up, but the problem is the script doesnt work. Its and activator piece. So could anyone tell me how i can fix this. Im trying to edit the boat to my liking. The main problem is that when i create a new form and use the same script it doesnt work. I dont know what the problem is. ive tried creating it as a new file to load in data but that doesnt solve it either.
