Considering that FE7 has around 30 Chapters(more if you count Gaidens) while FE8 has only 20 or so, the FE7 endgame Levels should be significantly higher.
Anyway, I'd ask a few questions(since you've already said you play HM):
1. Do you use the Arenas?
2. Do you use the Tower, Ruins or Skirmishes?
3. How many units do you use?
4. In what Chapter do most of your units promote?
If I know this, I can(with some time) probably calculate what your endgame Levels should be, since I know the Exp formula and am in the process of recording the stats, placements, numbers and inventories of every HM enemy in the game.

Again, for our scenario, no.

10 to 12 + 2 (Lords)

I'm going to assume that your last answer does not equate to promoting units in Chapter 6(where you get the first Promo Item). Unless you're favoring certain units over others, there should be a certain point around which most units hit 20/0, with a few exceptions(the Lords may promote later than the rest, the Healers earlier, etc.).
Anyway, that's pretty much the same exact parameters I operate under, and I have posted the reasoning which calls 20/20 party average(a few units might reach it if you make them into Exp drains, but that costs the rest of the party, so it's a bad idea) unreasonable for said circumstances.

Adding on to this, if a couple of units hit 20/20, your others are significantly lower than average, dragging the overall average down to 20/10 or so. Really, with 3 prepromoted 20/20 units, one of them being Seth since he's the most likely to hit 20/20 IMO, I can see the rest of the party at 20/5 or so if not lower, dragging it right back down to about 20/10. Remember that 20/10 is the party average, not the individual unit average; sure, one unit might reach 20/20, but by the same notion it may be another couple of units that pulls off 20/20dom and leaves the unit being compared at 20/7 or so.

WJC, you have got to be *bleep*ing kidding me. So now, according to your logic, I'm not allowed to promote a unit if it's at level 20 and I have the items because it's "unfair?"
I refuse to debate under these circumstances: you're constantly changing your position and the rules to fit your own needs...

Exactly when did I say that you had or didn't have to do anything? I'm assuming that you *don't* promote units in Chapter 6 and *don't* have any units at 20/0 by then(you can't even access the Tower or Skirmishes yet); is that incorrect?

And, it is possible to get your Neimi to 20/20. You get her on chapter 3, so just make her kill all the enemies, and she could possibly get there.

TS, where did I say "Level6" in my post? WHERE? That's right, nowhere.
WJC post stated that getting a few units to 20/20 without going for the rest is "unfair." How is it unfair if I don't even plan on using the units I don't bother with? Huh?

there are more enemies though in FE8, and they have a tendence to give out more experience. plus, you have less units to train in FE8 than FE7.
FE7= party of 40 FE8= party of 30 or so
i evolve my units... id say somewhere between ch. 11-15. but that gives them many, many more chapters to level up, at least 7.

I completely fail to see how I implied that anything is "unfair." If I wanted to say something was unfair, I would have used that word.
I said that everyone should hit 20/20 around the same time unless you are favoring certain units over the others(translation for you: giving Unit A twice as many kills as Unit B when neither one is underlevelled). The term "unfair" is nowhere in there, nor is it implied.
In the next statement, I said that bringing a few units to 20/20 at the expense of the others is a bad idea, not unfair(though I can certainly see how it could be called that, as well).

Bull. You don't have to promote them all at the same time. I had a level 20/5 joshua at 14 and a level 18 Marisa at chapter 14. You don't need to promote them all at the same time.
