New Question about...water stone and tms and training and 'mite or 'torb

ok i consider myself not a noob but this question is very nooby

but now i have a new question and probly some more later
Where do you get a water stone, i'm playing through the game again and want to evo up Lombre, but i forgot where you can get a water stone.
Since Lombre has a really crappy level movepool where.what are some good grass and water tms or any tms for it, move tutors will also work
And i just beat the 5th gym and i'm working with about 8 pokes(Combusken, Lombre, Corpfish, Aron, Breloom, Koffing, Cacnea, Trapinch, not cause they're the best but because they're fun to work with) but with all those pokes they aren't the highest level and i was wondering where a good place to level is, REMEMBER i've only beaten the 5th gym
And also i want an electric type, i'm trying to decide between Magnemite or Voltorb, which one should i go for (note i will evolve them)

Well, I guess what Aiden said just basically summed it up.

Bagon doesn't appear in the whole of the meteor falls. He only appears in that little cave where the dragon claw tm is.

I can't remember exactly how to get there but it is the deepest cave in the falls is all i can remember. It's not where Steven is.

Hm...

After getting up the Waterfall, get past a room with a stairs-down.

Then you'll eventually have to get to a stairs up. There are two stairs-up, but do not take the stairs that leads to Steven. Take the other one, where an Old Couple waits up stairs.

You'll also find a Dragon Tamer before you get to a jagged chain of jumps. Take the left most chain of jumps to get to another stair-down.

The stair-down leads to body of water. Surf until you find a cave. The cave should be narrow, and requires you to surf again, where you'll find TM02. This same room is where Bagon lies.

Is there anyway to fill out the NAT Dex (to get a johhto starter) without trading or hacking
i'm pretty sure there isn't but maybe one of you guys knows something i don't

Yes it is possible, but better you have much money, because the only way to fill it without hacking is to go to certain nintendo events were they gifth mew, mewtwo, Celebi and other things like the Auroroa ticket for pokemón Leaf green/Redfire, thats the only way without hacking, or if you collect the magazine Club nintendo they usally advice when they are gonna to gift these pokemóns.
