Need clarification on EV training etc.

So I've been playing Pokemon on and off since red and blue. But i didn't play it very hardcore or anything. As of recently Im wanting to get into competitive play and have been reading up on EV's and IV's etc and have some questions that hopefully someone can answer.
When your EV training it takes +4 points of something to make 1 actual stat point. Will u see this reflected upon acquiring or once u actually grow a lvl or don't see it till lvl 100 or just plain don't see them and have to keep up with it yourself?
As for IV's. I'm reading a lot of mixed info. Some say you cant influence IV's and others say through breeding ur able to manipulate IV's in your favor. And others say you can but only through RNG'ing, using an AR or Pokesav. I would like to do this legit if possible.

Like you said, it takes 4 EVs to increase one stat point. However, you will only see the full effects of EV training at level 100. So, if you are EV training a level 5 Pokemon, you won't see much change at all until it levels up.

RNGing pokemon is the optimal method since it's pretty much the only way to guarantee the IVs you want, but last time I looked at RNGing it seemed like hard work and I couldn't manage to follow along with it. It's certainly possible but I'm ill equipped to advise you in it.

Breeding is a far easier method, but like I said it has the flaws of needing good IV parents to begin with and will be limited to 3 IVs.

SWatTX EV builds largely depend on the pokemon rather than the nature. For example, a hasty nature with EV build to match would be pretty useless on a Forretress.

Yeah. A hasty nature is normally only used for fast mixed sweeper pokemon where taking a loss in one of the defences is preferred over dropping either of the attack stats. Infernape is a good example of a pokemon that can benefit from a hasty nature and suitable EV build.

If a pokemon only uses one of their attack stats then a hasty nature is going to be inferior. For example, Alakazam's physical attack is poor, so if you wanted a speed boosting nature for it then you'd want timid over something like hasty.
