I have reilized that people can not figure out how to get different people to break in, i have done some testing and discovered the reason...
Each ! has a different level range, a little chart based on testing
! - be and fight level 10 and below
!! - be 20-30 fight at least twice your level
!!! - be 30-40 fight at least twice your level
!!!! - 40-50 fight 50+
!!!!! - 50-60 fight 60+
!!!!!! - 60-70 fight 70+
!!!!!!! - below 50 fight 70+
(NOTE: this is all based on testing, if any are wrong please notify me)

FINDINGS:
To unlock Cell Jr. you need to have piccilo break in and challange you, must be playing with a lvl 20-30 and be playing fighters level 30+

To unlock Sibamen you must have nappa break in and challange you, must be playing with a lvl 10-20 and be playing fighters with a level at least twice yours

Cell Games - Beat cell when he breaks in when you are at least 40 and facing ppl about 50 (you might have to beat a one or two break ins before u fight him) thanks for reminding me Vegetable!

Sparking increaces your prize money, the more ! it has the more money you get, !!!!!!! gets you quadruple(4X) the original prize money!
Sparking! - Win from Yamcha when he breaks in
Sparking!! - Win from Dr. Gero when he breaks in
Sparking!!! - Win from Frieza
Sparking!!!! - Win from Majin (fat) Buu when he breaks in
Sparking!!!!! - Win from Cooler when he breaks in
Sparking!!!!!! - Win from Omega Shenron when he breaks in
Sparking!!!!!!! - Win from Goku when he breaks in

WE GOTTA POWER raises the about of XP you get per battle, the more ! the more bonus XP u get, !!!! gives you double XP
WE GOTTA POWER! - Win from Krillin when he breaks in
WE GOTTA POWER!! - Win from Dabura when he breaks in
WE GOTTA POWER!!! - Win from Kid Trunks when he breaks in
WE GOTTA POWER!!!! - Win from Sibamen when they break in

Ever feel like everyone but you is getting break ins? well its because they probobly have a much higher amount of victories in a row. The more victories you have in a row the higher the chances are that you will get a break in, but also fighting someone stronger than you ups the chances by a little, so if you want to get a break in fight, just get a winning streak of about 50 or so (make sure that you dont fight people weaker than you, it will lower your chances) and you will be fighting an intruder in no time. I am also testing currentally if the chances stick with you for each char

Theorys: (please help test these and/or submit them)
-The amount of wins in the row increases your chances of getting a "someone has broken in" fight (PROVEN!)

I want the cell games, in which levels does he break in ?

No, there is no specific order on who you fight, you fight break ins according to you level

I got Sparking!!!!!!! from Vegeta Between Level 60-70 Fighting 90+
