I can't really answer your question exactly, but I am fairly sure that the item does exist as it is contained in Berethor's Armour list.

Undoubtedly the item is really hard to find, but I don't know have any idea where it might be found.

As far as I can tell it is not one of the items that has to be stolen from one of the Bosses, since I have been making a point to have Morwen steal from every Boss once I get Morwen in my party and I haven't found it using Morwen.

Likewise it doesn't seem to be an item that one finds in Evil Mode, since I have went through each chapter's Evil Mode more than once and I didn't get it in any of them.

If there is someone out there who actually managed to obtain this item, well hopefully they will tell us something about how one obtains it.

Well I have checked out a weapons and armour FAQ that I found and I have checked out FAQs and Walkthroughs of the game and no where did I find this particular item listed.

I did a search with Google and no one that I could find knows where this is found either, I am wondering if anyone has ever found it.

Also I don't know if heir of isildur is a reliable source, possibly not is what I would say at this point, since I could not find anyone who actually had any knowledge about it, just you asking about it.
