Actually, it's quite simple. Next to the falling snowballs is a small wooden ledge, I believe there's an Eskimole standing on it. If you jump onto the ledge, you can then wait for one of the floating platforms to come around for you to jump on. However, make sure you jump onto the one that's at the second highest level or you won't be able to reach it.
