I already do, but the forums i'm interested are mostly games that have not been released yet, so not many people other than me post in them.

Alright, so what can you do to make them active? Thinking about what you can do to make a forum active is one of the key aspects of leading a community. If it's a game in an established series, do people in the previous forums (if there's anyone there) know about it? Tagging people you want to see your post is also a useful tool. Having links to the forums in your signature would be something else you can do to try and help promote the forums.

Not to sure about this, as if I recall correctly did the people who over viewed the moderator admissions have to waddle through a lot of lackluster people sending in requests and hardly every turning about someone that actually warranted the position?

That's what that bit pertains to. Anyone who's worked on one of the versions of MR will tell you that by far the most time consuming part of working on MR was having to put together the PMs to everyone who had applied stupidly and were blatantly not going to get the position. Were it not for that, working on MR wouldn't have been too bad overall. The period of time I worked on it was when 53% of all applications were just instant denials, but still had to be logged and replied to, as well as dealing with the inevitable "y hav i not been promoted" PMs we'd get back. So that bit has been removed entirely from the process. I sort of wish I'd done that back in 2006.
