Never mind I passed it...

Find the three switches (The first one is where you started from and the second one is on the second floor and so on.) make sure the switches are down and after you turn the switches go to the top floor. When you get to the top you will see three wheels spin the wheels and match the colors and then at the room to you left a bad guy will came out shooting at you. Hit him with a batarang so he can drop the gun. But if you have electric batarangs use them until his down. Jump over to the room and the rest is history… But, if it doesn't work? Make sure the switches are up… The first time I got there it piss the crap out of me… Good luck… Let me know if this help… I could have explained better if I had the game like that I would have played that level again and wrote it as I play on. But I rented the game from blockbuster… lol…
