And you caught a 16 year old stealing bread from a bakery, he is dressed up in rags and he looks quite innocent. The bakery worker tells you that this isn't the teenager's first time, the bakery worker is also 16 and looks quite clean, with expensive earphones and branded kicks.

What would you do? If you let go of the bread stealer, the bakery worker will threaten to tell your department. And you will lose your job, because you have a history of screw ups.

Just tell the baker that you will pay for all the supplies stolen, and hire a parole officer to watch the thief.

I would do like every cop does, beat him with a nightstick and then send him to jail for theft for the maximum time possible. He would then get raped in prison and come out with a cynical view of life and become a repeat offender.

Say you'll do something to the store and then do nothing while telling the kid how to steal smarter. Or guide him to a library

Assuming he is homeless, arrest him, since it gives him a place for the night and keeps him out of trouble, then point him in the direction of various charities who might help him.

Also, the 16yr old bakery worker would lack the jurisdiction and reponsibility to do such a thing. That would rest with the store manager only, depending on how far he is prepared to take the charges.
