Legal Question concerning 'at will' employment

I work for a 'at will' employment.

However, I am a man with some questions:
(hotel business)

With all of the cuts being made, our general manager has decided to pretty much eliminate servers because he:

-only wants a server for Friday and Saturday dinners

-believes the Food and Beverage supervisor (since he is on salary) can do all of the Lunches 7 days a week

-believes the bartender can handle the restaurant and bar Sunday through Thursday for dinners

• I understand this is 'at will' but he seriously cut my hours from 40 hours down to 4 hours (Saturday nights). But can he legally throw the entire restaurant responsibility at the bartenders? It is not in their job description.

***And I have been asking for an Employee Handbook, but have never received one (countless times I have asked before my hours got cut).

***ALso, could I file for unemployment if my hours got reduced? (never had to file before)

***Do I have any legal battle at all? Or is it hopeless and I need to put in my 2 weeks notice and find another full-time serving job?

No, there was no contract. It is 'at will' which I understand they can reduce hours or even fire you at any time.

Could I file for unemployment for having my hours reduced?
