If I wear low-cut shirts (which isn't often) I don't mind much if guys stare at me; I'm not going to call someone a pervert just for doing what his instincts tell him to do. It's his problem he's staring; it's not like he's gonna rape me or something.

But really, if that girl only wanted attractive guys to look at her, too bad; guys probably don't stop and think, "am I attractive enough to be looking at her that way?"

I'll half and half on this. I've spoken to a lot of women, some with large breasts compared to their bodies, and it can be difficult finding fitting clothes. They're usually either comfortable around the chest but very loose and over-sized elsewhere, or a normal fit to their body size, but very tight on the chest. I don't know all the options, but I imagine sometimes something that only partially covers their chest is the best choice.

On the other hand though, people tend to blow things out of proportion, and I'm not talking about implants. There's no harm in passively looking at someone, and everyone, regardless of gender, needs to back off and stop thinking they have a right to expect others to avert their eyes. Following someone around, yeah, that's bad, or giving them a disgusting leer or remark, that's out of line, but if you have nice breasts and guys glance, just cope with it. I find it annoying when I have to weave through crowded streets, doesn't mean I should start getting at the people in my way. Then again, she hardly went off on you in a big way. You gave her a look she didn't like, she gave you a comment you didn't like, sounds like a fair exchange, if she had blown her top (the puns write themselves), and yelled at you she'd have overstepped a line, not you, but all she said was one not particularly harsh word, it's hardly going to spoil your day any more than you did hers.
