If I use vsync the lines appear to go away, I'm then limited to 60fps because of my 60hz monitor.

That definitely sounds like tearing to me. That's what VSync is for, eliminating screen tearing at the cost of performance (though if performance is low enough, tearing might still happen I think).

Problem is, you shouldn't be having such a bad case of it. Your GPU isn't shit, and tearing isn't so much of an issue these days. I only use Vsync if the game forces me to (CBA to force it off). Fortunately my monitor is 120hz so my cap is actually 120fps instead of 60fps.

I wonder if it is a result of your DVI>VGA connection. If so, your ordered DVI>DVI cable SHOULD solve the problem.

I have 3 days left to send the card back to the seller, to take my money back or exchange with another card. What do you advice me to do? Is there a problem with the card or drivers?
