I Would Have Been Your Daddy....?

Am I the only one that is absolutely confused by this title at the beginning of Assault on the Control Room? I understand most of the other titles in the game, but this one takes the cake as the most vague one out there. Does anyone have any theories or answers as to what it means, because I'm at a loss...

Or maybe its a stab at what bitches the covenant are? Like that "who's your daddy bitch!" call, he's saying that he would have made the Covenant his bitch, if a dog hadn't beaten him to it first, meaning that the Covenant are such pussies that even a dog could make them his bitch... Or I could be completely wrong...
