i remember playing this soccer game while a i was young. It pitted very funny characters with each other, and they have special powerups, such as putting the ball on fire, therefore damaging the opposing goalies.

(I know it's not megaman soccer, and battler soccer 1, or 2)

I was going to say Megaman soccer until you mentioned it wasn't D:.

Anyways, I do recall on playing a soccer game with powerups on the SNES but I just can't remember the name. I was browsing the Neoseeker's SNES forums to refresh my memories but I can't seem to remember the name for that game. I'll post the link of this thread at the Classic Gaming Society. Maybe someone may remember a game with the descriptions you gave .
