The Agency, a secret government organization, has set a secret weapon upon the city to save it from the crime lords and mafia: you. You're an Agent of Justice, who has volunteered to take this task. Pumped full of experimental drugs and the law on your side, you'll defeat the crime that rules the city.

The co-operative "Keys To The City" update was one of the best things to happen to this game. That, and the included Halo 3 Beta! Crackdown
