This is a glitch more than anything, which can be performed using a fast car only.
Firstly, go to London. Where you see the two bridges, go as fast as you can and drive into the wall. You'll eventually fall down to nowhere in the ground and it will take you to the Game Over screen.

From the Main Menu, press Up, Left, Circle, Down, Right, Square, Up, Down, Left, Right, Circle, Square to unlock a "Motion Blur" selection in the Options menu.
From the Main Menu, press Down, Square, Down, R1, Right (x2), Up, Left, Circle (x2), L2, L1 to have a different paint job type during your game.
During a game, press Up, Down, Up, Down, Left, Right, Left, Right, Up, Left, Down, Right. This cheat will give you unlimited continues, and also remove the time limit constraints.
During a stage, press Up, Down, Up, Down, Left, Right, Left, Right, Down, Left, Up, Right to automatically win it.
