On the title screen, using Controller 2, press Up, Up, Down, Down, Left, Right, Left, Right, B, A. There will now be a third speed option.

Play as Rat King and Karai
Input the "Extra High Speed" code, then on Controller 2, press X, Up, Y, Left, B, Down, A, Right, X, Up. On Versus Mode, you'll be able to select them by trying to move past Cyber Shredder.
