To find this helicopter, first you need to be done with all the story missions.

Recruit one of your Employee's and drive them to a Pay and Spray. Then get out of the car and get back in and use the Pay and Spray. If you did it right and the Recruit was outside the car when it got resprayed they should be invincible.
