Too scared to attack
I think this is a glitch or something.
First, switch to Cynder and make an enemy scared, then switch to Spyro and shock them once. They won't attack or really do anything at all. This lasts until you either kill them or scare them again. Sometimes this doesn't work, but repeating the process should do the trick.
