If the above aren't available to you yet just do the following a few times without them.
On the Southern part of the map on Interstate 4 there is a Hot Pursuit called 'Out in the Open'. Now this Hot Pursuit is listed as hard but it's really not, especially with this method. From the start of the event, if you're looking in the correct direction then there will be a Command Post on your right and an overpass on your left. That overpass is where the racers will come from, so go toward it and cover the road directly under the edge of the overpass with spike strips so that nothing can cross without having their tires popped. In the middle of the day the overpass casts a beautiful shadow, so use that as a reference if needed. This will perform two functions:
1. It will pop the Racers' tires immediately, damaging them and doing part of your job quickly.
2. Since the tires will be popped the racers will be very easy to catch up to and damage further.
Once you've covered the road in spikes go ahead and start the event. The racers will pass over the spikes and have their tires popped giving you a good chance to catch up quick and damage them with your second tech. There are Repair Shops and thin roads littered all over the Route, so drop as many Spikes as possible if you happen to pass them up. Chances are that if you're going to catch the leader with the others have fallen far behind, then they'll hit a spike strip you happened to leave behind and be damaged or busted.
You get points for every tech hit, every individual take-down, and whatever medal you happen to get. The route this event takes actually loops right around back to the start, so if it takes you a while to finish up then you can start again in no time. If you finish them off quickly then you can either click 'Restart Event' under easy drive to be warped to it instantly or you can drive there yourself as you can also get SP for near misses, going high speeds, etc.
I can usually do it between 1:30 and 3:00, but slower cars might take a bit longer.
