The combonation is: 8 red, 3 blue, 6 orange, 1 green. These can be found on his son's paintings.
The coin radar allows you to spot coins on the map in the form of little flashing yellow dots.

Otami of the dumpling shop
To find Otami, you to wait behind the temple where the black bus says you can't enter in Fuji city until midnight. Then you push the black bus out of the way and wait for that box thing to slide away revealing the hole. I think you can do the rest.
