New Weapons
You can edit weapons by editing a game file. Create a backup copy of the "User" file in the game directory, then edit the file to match the desired weapons.

New Vehicle
Complete a mission to see the end of mission screen (with the customize, quit, and continue options). [Alt] + [Tab] back into Windows, and peruse the contents of the "Variant" sub-directory in the game's directory. The files in this directory represent various vehicles in the game. Cut and paste one of these files into the main game directory (the file entry for the vehicle is being moved into the main game directory, in essense). Make a backup elsewhere of the "User" file in the main game directory; you'll need to delete the existing copy of the "User" file in the main game directory. Now rename the vehicle file you copied into the main directory to "User". [Alt] + [Tab] back into the game to resume play with this new vehicle.
