Go to free roam with any care and any place and once started hold down all face buttons (Y,X,A,B) for about 30 seconds and a "Cheats unlocked" will appear. now quit and go to main menu and go to options and go to cheats that is now there and go in and unlock all to yes. Have fun and you will have to do this every time you go to play.
